From what I understand there will be a Test Center setup to test pub 23 the "character transfer" pub

Yes, but this will probably not include Test Sosaria. Although Test Sosaria may receive publish 23 before it's released worldwide, character transfers to or from Test Sosaria will not be allowed.
その通りですが、その中にテストソーサリアは含まれないだろうね。テストソーサリアは一般シャードに公開する前にパブリッシュ23にアップデートされるかもしれないが、テストソーサリアへ、あるいはテストソーサリアからのキャラクター転送は不可能だろう。
It seems likely that a couple of the "old-style" test centers will be available for trying out character transfer, but this isn't set in stone yet.
旧来からのテストセンター間でキャラクター転送を行う事はあり得るが、まだそのような準備はされていないね。
