Well, although technically a player carries his bank box with him, he cannot access it except through a banker or minter NPC. Since you only receive the data describing the bank box when you open it, it will not create any extra lag for you.

This is also technically true, but again you cannot access your stabled pets except through specialized NPCs and therefore will not experience any lag as a result.
but take loging in for server up rares, having an empty bank/bag/paperdoll will help give you those precious milliseconds
You will only gain at most a few microseconds by having a completely naked character. Also, since none of the extra information (like bank boxes, stables, etc.) get transfered to your client during the log-in process, this extra information won't really affect your log-in time. Bigger culprits are computer speed and connection to the Internet which can contribute to longer log-in times.
