修正パブリッシュ以降パブリッシュ18以前に腐敗第三段階が行われるとどうなるの？QAチームはもう通過してるのかな？

いいえ、まだQAチームを通過していないよ。彼らに引き継ぐところまでは済んだので、我々が述べる事は全て評価として受け止めるべきでしょう。我々は建築場所を開放したいと思うが、腐敗の導入は我々が急かせれるようなものではないんだ。
what happened to phase 3 being implimented after ERTs and BEFORE pub 18? as far as QA wasnt it already passed?
No, it has not yet passed QA - and up until the point that it does, everything we say should be taken as an estimate. As much as we want to get those housing spots open asap, turning on house decay is not something we can rush.
