I too am looking around for this and I can't seem to find it. Is it a moongate? If so, anything unique about it? Also where at in Haven can I find it at or near? Is it only accessible by those with [young] status? Or is it available to everyone?

Adric the Archer Trainer – Near the combat training area
Gervis the Blacksmith Trainer – At the smithing area near the Haven Bank
Lowel the Carpentry Trainer – At the Carpenters of Haven
Sadrah the Courier – At the Little Shop of Magic
Clarisse the Servant – In the kitchen of Uzeraan’s Mansion
Asandos the Chef – In the Shakin’ Bakery
Nibbet the Tinker – In Haven Clockworks and Tinker Shop
Hargrove the Lumberjack – Outside the building to the north of Carpenters of Haven
Mugg the Miner - Just south of the smithing area near the Haven Bank
Kashiel the Archer - Near the combat training area
Norton the Fisher – Near Haven Docks
Lyle the Mage - In the Little Shop of Magic

Yes, anyone can do these (not just young players) and they are repeatable, though some have a timer that prevents players from retaking again them too quickly.

Does anyone have any info on the 12 new player quests that were added on test center? I'm sure there are plenty of people who would like to try them out but dont know where to find them (myself included)

You can find the new quest NPCs located throughout Haven on Test Center.
